I den regeringsförklaring som inför Sveriges Riksdag presenterades av statsminister Stefan Löfven den 3 oktober 2014 deklarerar denne att Sverige ska erkänna staten Palestina. Att erkänna staten Palestina är, enligt statsministern, ett svar på palestiniernas ”legitima krav på nationellt självbestämmande och säkerhet.” Beslutet att erkänna Palestina som en självständig stat bör ses som något historiskt och det är ett enormt framsteg för svensk utrikespolitik samtidigt som det ger oss socialdemokrater ännu en anledning att vara stolta över vårt parti och vår politik. Få partier i Sverige, Europa, ja till och med i hela världen, har gjort så mycket för det palestinska folket och för freden i mellanöstern som Socialdemokraterna och ett erkännande av Palestina är ännu ett (stort) steg i rätt riktning.
Svaret lät sig inte väntas på – både Israel och USA samt den svenska borgerliga oppositionen fördömde beslutet och hävdade att det var förhastat, att Stefan Löfven inte förstår sig på konflikten, att det är Hamas fel att fred inte kan uppnås. Reaktionerna tyder på en häpnadsväckande världsfrånvändhet. Att beslutet vore förhastat är ju fullständigt befängt, konflikten har pågått åtminstone sedan 1948 och att Stefan Löfven inte förstår konflikten verkar ju osannolikt. Kritiken att det är Hamas fel att fred inte kan uppnås tycks ju heller inte stämma. Hamas bildades 1987 – då hade konflikten redan pågått i fyra decennier.
Erkännandet av staten Palestina är som sagt ett stort steg i rätt riktning för svensk utrikespolitik, men inte tillräckligt. Vi kan inte nöja oss med det. Palestiniernas krav på självbestämmande är i allra högsta grad legitima och att förneka dem detta är att förgripa sig på en hel nation. Däremot är det inte bara palestiniernas krav på självbestämmande som är legitima och befogade, utan även kurdernas, västsahariernas, västpapuanernas och tibetanernas krav. Alla människor och alla nationer har rätt att leva i frihet och självbestämmande. Ingen ska behöva förtryckas för sin etnicitet, eller känna att beslutsfattandet sker hos krafter som är ointresserade av att tillgodose alla människors rätt att bli behandlade med värdighet.
Somliga kanske nu invänder att det på något sätt vore orealistiskt att börja erkänna stater hit och dit. Att det i många fall skulle skapa fler problem än det löser. Den kritiken vore ju givetvis befogad. Det vi däremot kan göra är att, precis som regeringen nu har gjort, börja ta steg i rätt riktning och jag vill faktiskt hävda att just ett sådant steg vore erkännandet av Kurdistan som en självständig stat.
Kurdistan ligger geografiskt sett väldigt obekvämt till och sträcker sig över ett antal olika stater varav ingen har något som helst intresse av att ge kurderna självständighet och rätten att bestämma över sin egen framtid. I norra Irak är däremot situationen annorlunda, här finns redan en autonom kurdisk region med en egen regional regering och ett förhållandevis mycket högt mått av självbestämmande. Infrastrukturen för en självständig stat finns alltså redan i det autonoma Kurdistan i norra Irak och skulle mycket väl kunna bli en föregångare till ett större självständigt Kurdistan i framtiden. Mot kritiken att beslut som dessa är förhastade, vilket tycks lyftas fram oavsett hur länge beslutet låtit dröja, vill jag påminna läsaren om att en autonom kurdisk region i norra Irak skulle ha förefallit närmast otänkbart för bara 20 år sedan – det talar förstås emot att stora förändringar kan ske och att de kan ske på förhållandevis kort tid. Ska vi ta principen om alla folks frihet och hela världens fred till sin logiska slutsats bör vi under den kommande mandatperioden även på allvar diskutera möjligheterna att erkänna andra stater vars självbestämmanderätt borde vara precis lika självklara som Palestinas. Kurdistan vore en alldeles ypperlig början och Sverige har möjlighet att, som vi tidigare har gjort, gå i spetsen för de förtryckta nationernas rätt att leva i frihet. Ett erkännande av Kurdistan som en självständig stat vore även en tydlig signal gentemot de som nu slåss i Syrien och Irak att vi står bakom dem. Ett ställningstagande och en signal är givetvis inte allt som behövs för att stoppa det som just nu pågår i området, men det kan användas för att uppmärksamma konflikten och visa för världen att ett fritt Kurdistan är allas angelägenhet.
